Looking For template builder for big portal in Israel

I finished to desigh the HTML with flash temp. without CSS.
I need someone that know and want to help me and to convert it for Mambo template.
We are talking About big Isral portal (4500 user per day) and i will be happy to give any benfit back to the someone that help me.
