No. 4.5 is not (with very few exceptions) taking feature requests, only bug fixes.

No... what is meant is a wish list for the core features for MOS 5... there are no more changes (except bugfixes / security fixes) that are going to be added to the 4.5 core code or database...

People are still developing Modules, Components and Templates for 4.5 - you just have to make a thread like - "Need help with a Module" or "WhatYouWant Module needed" - and see if someone will help you out...
