Hi There

I found there are plenty of tutorials on how to set the layout of the fronend templates but unable to find any on how to reorganize the backend layout. Is there any way to achieve this? e.g., drag some component from component menu to the main desktop, or add some customized menu in backend menu?

Another question here is , what's the detail permissions for users "public", "registered" and "special", who are the special users? Where is the definition?

Furthermore, can we assign backend access permission to backend users? Is there such a component? If not, can we achieve this by modifying the source code? Any instructions?

What you want is information on "backend templates". I suggest you do a search on both forums as there has been much discussion about these.
