I created a copy of the ccportal template and renamed the folder to chamber1. I replaced header image, biglogo.jpg, with my image. I copied the chamber1 folder to the templates folder. I logged in as administrator, went into Site/Template Manager, it recognized the template, I set it as default and logged out as administrator. However, the template setting is not recognized and it is still loading the ccportal template. I've confirmed that the image was uploaded to the chamber1/image folder as I can access it directly by URL.

I did not use the upload feature as I simply copied the chamber1 folder which is identical to the ccportal folder with the exception of the header image.

The question is how can I change my template to the chamber1 that I uploaded?

Check you templateDetails.xml file of your modified template.
