Flame admin login bounce - neither timezone nor p3p fix works

I am having the admin login bounce problem. I tried the solutions regarding timezone, cookie session timeout and p3p header. None alleviated the problem.
Clearing the cache and cookies in IE doesn't work. Although I am able to login, I cannot do anything in the administration backend. I am bounced if I click anything at all.

Firefox doesn't cooperate either, althoug it has more severe problems. With IE I can at least login (with the "users logged in" status increasing every time), in firefox I am simply bounced to the login screen after submitting username & pass.

Leaving zonealarm running, or shutting it off has no discernible effect.

I am running a local install of XAMMP on windows xp (so the timezone difference shouldn't come into play as far as I understand the issue)

Mambo 4.5.1 Stable (4.5.1a doesn't work either)
Apache 2.0.51 [CAN-2004-0811.patch]
MySQL 4.0.21
PHP 4.3.9 + PEAR
SQLite 2.8.15
Zend Optimizer 2.5.3

I had high hopes for mambo, but, well, so far the installation is useless to me ..

When I experienced that problem I found that the tmp dir configuration in the php.ini was the cause. The permissions on the tmp folder were not set correctly... this was in IIS and not Apache so I don't know if this is the cause.
I would double check all your setting in your php.ini as that caused more problems for me then anything else.
