Depends on what you mean with practical.

CMS = Content Managment System... This is what Cutenews does you can manage content, have a user/comment system.. It's not advanced and that is the beauty of it, it is the easiest system to skin & work with that i have ever seen...

Fast, but it does cost $1US registration fee now. Also it had a weeks downtime about a month ago, due to a change of server or something. Which is a good reason to have two free webhosts

Both have Cpanel and fantastico, webmail, popmail and the rest. Best free webhosts I could find on the net after many weeks of searching a few months ago.

Now you can still use Mambo, and you can even use Fantastico to install it as long as you update it a few times

Oh yeah, neither of them force ads either!

If you do not have a professional db maybe you're going to try Drake CMS: it supports any database and has an embedded flat file one, too.

It is a fork of the already forked Lite Mambo project, however now it is really a different thing both in security and features terms.

I hope it was useful.
