Russian template from where?

I would like to find one Russian template to solve my problems with encoding and charsets. I can´t get my russian letters working without changing encoding to cyrillic by hand in explore.

It usually comes in a language pack, not a language. Try mamboportal.com and look for the russian language pack.

I experience the same problem. And I can't find a solution. Does someone have a solution?
