i've spent about 5 mins trying to write out what this would be in code.. but i can't.. crap... i said no to programming 2 years ago.. and i suddenly find myself needing to know how to properly do the if/then/else statement.. and i keep getting brain fars from it.. hehe.

I can't figure out how to make the "if time is between 8 & 12 display this picture,else 12 & 15 display this picture2, else 15 & 18 display this picture3, else display block_banner"

thats basically the theoretical code.. i'm sure i could find it in my c++ docs but that won't work on here.. you could write it into a module, just research if then else statements for php, but it would have to take the local time of the server. so its possible to figure out.. and it would be a cool module to have.
